Senator Dirksen, Justice,

President,President Johnson,Vice President Humphrey,my fellow

Americans--and my fellow citizens of the world community:

德克森参议员、最高法院首席法官先生、副总统先生、约翰逊总

统、汉弗莱副总统、美国同胞们、全世界的公民们:

I ask you to share with me today the majesty of this

the orderly transfer of power,we celebrate the unity

that keeps us free.

今天,在这个时刻,我要求你们和我分享这种崇高肃穆的感情。

在有秩序的权力交接中,我们欢庆我们的团结一致,它使我们保有自

由。

Each moment in history is a fleeting time,precious and

some stand out as moments of beginning,in which

courses are set that shape decades or centuries.

历史的每一个时刻转瞬即逝,它既珍贵又独特。可是,其中某些

显然是揭开序幕的时刻,此时,一代先河得以开创,它决定了未来数

十年或几个世纪的航向。

This can be such a moment.

现在可能就是这样的时刻。

Forces now are converging that make possible,for the first

time,the hope that many of man's deepest aspirations can at last

be realized.

现在,各方力量正在汇聚起来,使我们第一次可以期望人类的许

多夙愿最终能够实现。

The spiraling pace of change allows us to

contemplate,within our own lifetime,advances that once would

have taken centuries.

不断加快的变革速度,使我们能在我们这一代期望过去花了几百

年才出现的种种进步。

In throwing wide the horizons of space,we have discovered

new horizons on earth.

由于探索广阔的空间,我们在地球上也发现了新的天地。

For the first time,because the people of the world want

peace,and the leaders of the world are afraid of war,the times

are on the side of peace.

由于世界人民希望和平,而世界各国领袖害怕战争,因此,目前

形势第一次变得有利于和平。

Eight years from now America will celebrate its 200th

anniversary as a the lifetime of most people now

living,mankind will celebrate that great new year which comes

only once in a thousand years--the beginning of the third

millennium.

从现在起,再过8年,美国将庆祝建国200周年。在现在大多数

人的有生之年,人类将庆祝千载难逢的、辉煌无比的新年——第三个

千年盛世的开端。

What kind of nation we will be,what kind of world we will

live in,whether we shape the future in the image of our hopes,is

ours to determine by our actions and our choices.

我们的国家将变成怎样的国家,我们将生活在怎样的世界上,我

们要不要按照我们的希望铸造未来,这些都将由我们根据自己的行动

和选择来决定。

The greatest honor history can bestow is the title of

honor now beckons America--the chance to help

lead the world at last out of the valley of turmoil,and onto

that high ground of peace that man has dreamed of since the dawn

of civilization.

历史所能赐予我们的最大荣誉,莫过于和平缔造者这一称号。这

一荣誉现在正在召唤美国——这是领导世界最终脱离动乱的幽谷,走

向自文明开端以来人类一直梦寐以求的和平高坛的一个机会。

If we succeed,generations to come will say of us now living

that we mastered our moment,that we helped make the world safe

for mankind.

我们若获成功,以后几代人在谈及现在在世的我们时会说,正是

我们掌握了时机,正是我们协力相助,使普天之下国泰民安。

This is our summons to greatness.

这是要我们创立伟业的召唤。

I believe the American people are ready to answer this call.

我相信,美国人民准备响应这一召唤。

The second third of this century has been a time of proud

achievement.

本世纪中叶的三十多年,是取得了可以自豪的成就的年代。

We have made enormous strides in science and industry and

have shared our wealth more broadly than

have learned at last to manage a modern economy to assure its

continued growth.

我们在科学和工农业方面取得了巨大的进步。我们比以往任何时

候都要广泛地分享了我们的财富,并且终于学会了如何管理现代的经

济来保证它继续发展。

We have given freedom new reach,and we have begun to make

its promise real for black as well as for white.

我们使自由达到了新的境界,我们已经开始使得自由所许诺的东

西对黑人和对白人一样也成为现实。

We see the hope of tomorrow in the youth of today.I know

America's youth.I believe in can be proud that they are

better educated,more committed,more passionately driven by

conscience than any generation in our history.

我们从今天的青年身上看到了明天的希望。我了解美国的青年。

我信任他们。我们可以自豪的是,他们比以前任何一代青年更有教养,

更有志向,而且更加强烈地受良心的驱使。

No people has ever been so close to the achievement of a

just and abundant society,or so possessed of the will to achieve

e our strengths are so great,we can afford to appraise

our weaknesses with candor and to approach them with hope.

从来没有一个国家的人民如此接近于建成一个公正和富裕的社

会,或者如此具有建立这样一个社会的意志。因为我们的力量如此强

大,所以我们能够坦率地估计我们的弱点,并且能够满怀希望地对待

这些弱点。

Standing in this same place a third of a century

ago,Franklin Delano Roosevelt addressed a Nation ravaged by

depression and gripped in could say in surveying the

Nation's troubles:"They concern,thank God,only material

things."

三十多年以前,富兰克林·德拉诺·罗斯福也是站在这个地方,

向一个正陷于萧条之中并充满着恐惧心情的国家发表了演说。他当时

在探讨国家困难的时候还可以说:“谢谢上帝,这些问题只是同物质

的东西有关”。

Our crisis today is the reverse.

我们今天的危机情况正好相反。

We have found ourselves rich in goods,but ragged in

spirit;reaching with magnificent precision for the moon,but

falling into raucous discord on earth.

我们在物质方面是充裕的,但是在精神方面却是贫乏的;我们能

够极其精确地飞往月球,但是在地球上陷入了吵吵闹闹的不和之中。

We are caught in war,wanting are torn by

division,wanting see around us empty lives,wanting

see tasks that need doing,waiting for hands to

do them.

我们陷入了战争,期待和平。我们陷入了分裂,期待团结。我们

看到我们周围的人们的生活是空虚的,期待充实。我们看到各种任务

需要完成,等待着有人去做。

To a crisis of the spirit,we need an answer of the spirit.

对于精神方面的危机,我们需要用精神方面的解决办法。

To find that answer,we need only look within ourselves.

要找到这种解决办法,我们只需要在我们自己中间去探求。

When we listen to"the better angels of our nature,"we find

that they celebrate the simple things,the basic things--such

as goodness,decency,love,kindness.

当我们聆听“我们本性的善良面”的心声的时候,我们发现这一

面是赞扬纯朴的素质、也就是基本的素质——如善良、正直、博爱和

仁慈等。

Greatness comes in simple trappings.

伟大总是以朴实的形式出现的。

The simple things are the ones most needed today if we are

to surmount what divides us,and cement what unites us.

今天如果我们要消除使我们分开的东西,巩固使我们团结的东西,

最需要的就是做一些简单的事情。

To lower our voices would be a simple thing.

压低我们的声调将是一件简单的事情。

In these difficult years,America has suffered from a fever

of words;from inflated rhetoric that promises more than it can

deliver;from angry rhetoric that fans discontents into

hatreds;from bombastic rhetoric that postures instead of

persuading.

在这些困难的年代里,美国得了玩弄字眼的狂热病,这就是使用

夸大的词藻,许诺的东西超过可能提供的东西;使用怒气冲冲的词藻,

把不满激成仇恨;使用虚张声势的词藻,装腔作势而不是说服人。

We cannot learn from one another until we stop shouting at

one another--until we speak quietly enough so that our words

can be heard as well as our voices.

除非我们不再彼此叫嚷——除非我们足够平心静气地说话,以便

别人不仅能听到我们的声音,而且能听到我们的言词,否则我们无法

彼此学习。

For its part,government will will strive to

listen in new ways--to the voices of quiet anguish,the voices

that speak without words,the voices of the heart--to the

injured voices,the anxious voices,the voices that have

despaired of being heard.

至于政府方面,它将听取意见。我们将竭力以新的方式来听取意

见——听取不表露出来的痛苦的声音,无言的声音,发自内心的声音,

听取委屈的声音,焦虑不安的声音,已经失去了别人会听取的失望的

声音。

Those who have been left out,we will try to bring in.

对于被抛在外面的人,我们一定要设法把他们带进来。

Those left behind,we will help to catch up.

对于落在后面的人,我们一定要帮助他们赶上来。

For all of our people,we will set as our goal the decent

order that makes progress possible and our lives secure.

对于我们的全体人民来说,我们将把建立良好的秩序定为我们的

目标,这种秩序将使我们有可能取得进步和使我们的生活安全无虞。

As we reach toward our hopes,our task is to build on what

has gone before--not turning away from the old,but turning

toward the new.

当我们争取实现我们的希望的时候,我们的任务是要在过去的基

础之上进行努力——不是抛开旧的,而是要转向新的。

In this past third of a century,government has passed more

laws,spent more money,initiated more programs,than in all our

previous history.

在过去这三十多年中,政府所通过的法律、所花的钱、所着手实

行的计划,比在我国以前的整个历史上都多。

In pursuing our goals of full employment,better

housing,excellence in education;in rebuilding our cities and

improving our rural areas;in protecting our environment and

enhancing the quality of life--in all these and more,we will

and must press urgently forward.

为了实现我们的充分就业、改善住房和良好教育的目标,为了重

建我们的城市和改进我们的农村地区,为了保护我们的环境和提高生

活质量——为了所有这些和更多的目标,我们一定要赶紧奋力前进。

We shall plan now for the day when our wealth can be

transferred from the destruction of war abroad to the urgent

needs of our people at home.

我们现在要为我们的财富能从用于在国外进行战争的破坏方面

转用于满足国内人民紧迫需要的那一天的到来,作好打算。

The American dream does not come to those who fall asleep.

美国的这个理想是不会降临到沉睡的人们脑海之中的。

But we are approaching the limits of what government alone

can do.

但是,单靠政府本身所能做的事情是有限度的,我们现在正接近

于这种限度。

Our greatest need now is to reach beyond government,and to

enlist the legions of the concerned and the committed.

我们现在最大的需要,是要扩大到政府的范围之外,吸收大批有

关人士和有志之士参加。

What has to be done,has to be done by government and people

together or it will not be done at lesson of past agony

is that without the people we can do nothing;with the people

we can do everything.

不论要做什么事情,都必须由政府和人民一起来做,否则,就根

本做不了。从过去的痛苦中所得出的教训,就是没有人民,我们什么

事情也做不了;有了人民,我们什么事情都能做到。
