In order to resolve this issue,International Atomic Energy

Agency provide technical assistance to member countries to help

them on the peaceful use of nuclear energy research and

application, and established "safeguards agreement" with

relevant countries and international organizations. As a

result these acts have achieved a certain the current

nuclear arms control and nuclear safety of nuclear development,

Iran has the following attitude:

1. Every country has the use of nuclear energy, the right of

use of nuclear energy, in order to improve Iran's international

competitiveness, international influence and social level,

Iran's nuclear energy development projects are included in

national development projects. However, due to national

interests, a country's internal scientific and technological

research and development is not publicly available. As a member

区情况复杂，竞争激烈，因此掌握核能源对于一个国家的发展能够起

到不可估量的好处。对于此等竞争激烈的地方的核管理与核约束也显

得很是重要。然而对于以色列之类为改善生存环境而想要对伊朗实施

军事打击，侵犯意识强的国家，更需要采取各种方式限制其对核能的

使用。我国建议：

国际社会应积极参与调节中东安全事务，促使阿拉伯国家同以色列达

成友好协议，签订互不侵犯条约。没有冲突，没有战争，就没有军备

竞赛，就没有核武器的研制。同时国际原子能机构加大对以色列等国

加入核不扩散条约的劝说，力争以谈判与协商的方式解决以色列等国

存在的核安全隐患，如果以色列等依靠某些大国的庇护，依然拒绝加

入，联合国可以断绝以色列等与其他国家的核领域投资活动，军事资

助等。

三．对于国家核能源的监督，不可以捏造证据与事实，不可以贸然动

用武力解决问题，应尽可能采取谈判的方式。鉴于此，对于目前存在

的对于我国的言论就不得不谈。最近有关我国存在核武器的报告纯属

虚构，这是某些国家为获得利益，稳定国际地位而采取的不正当方式。

我国从未有过核武器的研究，只是正当运用核能源发展。而某些国家

仍不罢休，想借此对我国发动军事制裁。如果伊朗受到制裁，各国利

益都将受到打击。而这样也会使中东大乱，油价上升，进而重创全球

经济。我国建议：

1.我国不想以战争的形式解决此次的核问题，这样说不定会引发第三

次世界大战，希望能够通过交流解除误会，但如果一些国家执意要发

动战争，破坏伊朗主权完整，伊朗会毫不留情的给予反击，以保卫领

土与国内人民。

目前的首要任务是为谈判创造条件，而不是加剧矛盾。希望

IAEA能够有自己的意志，不沦为美国的工具，公开美国或其他有特

殊目的国家所递交的虚假文件，以此来维护IAEA的信誉，同时也可

以公平的给各国一个交代。
