Huawei said it had filed a complaint in a federal court in Texas

challenging the constitutionality of Section 889 of the National

Defense Authorization Act (NDAA), a section signed into law by

the US president in August that banned federal agencies and

their contractors from procuring its equipment and services.

华为表示，美国政府针对华为的美国国防授权法889条款违宪，华为已

经在德州东区联邦法院正式起诉。该条款由美国总统8月签署入法，禁

止美国行政部门机构获取华为的通讯硬件产品和服务。

华为轮值董事长郭平宣布，华为已向美国联邦法院提起诉讼，指控美国

2019年国防授权法第889条款违反美国宪法。

郭平表示：

The US Congress has repeatedly failed to produce any evidence

to support its restrictions on Huawei products. We are

compelled to take this legal action as a proper and last resort.

美国国会通过立法惩罚华为，且从未展示支持这些限制条款的证据，因

此，华为不得不决定通过法律行动予以回应。

This ban not only is unlawful, but also restricts Huawei from

engaging in fair competition, ultimately harming US consumers.

We look forward to the court's verdict, and trust that it will

benefit both Huawei and the American people.

该限制条款违背了美国宪法，妨碍华为参与公平竞争，最终伤害的是美

国消费者。我们希望法院能做出有益于美国消费者的正确决定。
